Alright, I booted my PC with my Ultimate Bootable CD and used parted magic and formatted the whole thing FAT32 successfully! Now, I'm currently at work so I can't try it out but does my sys check look good? Tonight I will hopefully have a second to try backing up a game.

    Edit:
I tried superdump again and it still can't initialize the volume. Is it because of my cIOSs?

Alright, I've made sure that my HD is formatted FAT32 and active. I just used the WAD manager and installed the cIOS to v7. Below is my syscheck. When I run super dump I still have an error initializing the USB. What could the problem still be? Thanks!

Edit: By the way, what is the code for labeling the spoiler other than "spoiler"? Thanks!

Make sure your drive is primary and set to active. You should of followed the fat32 loading guide in the spoiler below. Make sure you are using port 0, the one closest to the edge.

Im starting to think your hdd's arent compatible considering the syscheck looks good... you got a flash drive you can use to test the port?

I am able to use the HD to play my roms on my emulators in the HBC. So the Wii recognizes it at least that much. Is that enough to say it is compatible? Otherwise, I am taking playerkp's advise and following step by step in formatting for FAT32 using Easeus partition manager. I downloaded USBloader GX and I'm going to use Wii Backup Manager on the PC end and see where I end up.
