I'm assuming you used the 4.3 softmod guide from this site correct?

    Download Dop-Mii_v12_CB2_BB2.zip
Extract to freshly formatted SD card
In Priiloader choose the install/load option
    Select the boot.dol file
    Dop-Mii starts
    Load IOS249 - if that doesn't work try IOS36 or IOS236
    Choose IOS/MIOS/BC
Install IOS60 v6174 with all patches applied - Let installation complete
Back out to the previous menu by pressing B
Choose System menu and Install SM 4.1e
Reinstall Priiloader - Dop-Mii should have backed it up
If Priiloader wan't backed up and reinstalled, exit to HBC from Dop-Mii and install it before you shut off your console or return to the SM.
    Fixed

Make sure Priiloader is reinstalled before exiting to the SM or turning off your console. Read my revised post above before continuing.

Yes, download from NUS if you're connected to the internet

    On IOS60 v6174 choose intall press +
    Choose install from NUS
It will ask to apply patches, choose yes to all
    IOS60 v6174 Installs

SM install will first download, then ask to backup Priiloader - say yes
After SM is downloaded it will ask to install - say yes
You will then be asked to reinstall Priiloader - say yes
If not asked to install Priiloader, press home button after SM install completes to exit Dop-Mii to HBC
Get the Priiloader installer in the apps folder on your SD card
    Install Priiloader using the installer
    Exit to SM

EDIT: I just noticed you don't have Wi-Fi setup on that Wii. You will have to download the wads for ios60 v6174 and SM 4.1e and choose install from SD card instead of from NUS.

You do need a wad folder on the root of the sd card but not for this - You are using the app dopmii
