    Looks like the cIOS is installed OK; this a 4.1 or 4.2 Wii? Your report looks a little confusing on this particular mark. Forcing region can be done via Neo Gamma or USB Loader GX.

    the wii is a 4.2

    OK; I do know WiiJohn has a tutorial/guide on USB Loader GX and its settings here. Perhaps a thorough once-over would be in order? That or try a different loader...
