I'm using a Seagate Expansion 1TB and it turns off when I turn off my wii. I don't know if it's the best though. I have no problems so far.

Buy a 2,5" hard drive, it will be powered by Wii via the USB cable

    Hitatchi 1tb

Recently purchased black hitatchi 1tb HDD from comet 55. Works perfectly sleek black with flashing hitatchi light when it boots up. Usb connects to Wii and has its own power supply which automatically boots up when the Wii system requests access to the drive it shuts itself down in standby and when you turn off the Wii. Highly recommended works with all my games and great price

And make sure WiiConnect 24 is OFF, not on standby (which as another stated, means Wii is OFF, USB HD is OFF).
