Download -- cIOS38r17.rar -- Extract -- Copy the Folder with boot.dol to your apps folder. For offline install copy IOS38-64-v3867 to the Root of your SD.

Start The Homebrew Channel and load cIOS38-rev17 Installer.
    Choose IOS250 -- Press A -- (If IOS250 doesn't work then choose IOS36)
Online Install -- Pick Network Install
Offline Install -- Pick Wad Install
Press A -- Wait Until It Finishes -- DONE
    Damn I suck!!!!

    Reading "IOS38-4-v3867.wad" , please
    ERROR! (ret + -1)

I try both IOS250 and ISO36 and nothing and also try 49 for the hell of it and still ERROR!

Then you don't have the WAD in the Root of your SD. Or else you didn't format correctly/are using an incompatible SD card. We have an Error Index, ret -1 is included.
    Damn I suck!!!!
