Ok the cios249 ios38 is not exclusive to disk backups. Downgrading your system is not necessary or even helpful if you sucessfully removed the stub ios's.
Trust me, go to our guides section and follow the one that matches your system menu.

Why are you arguing with mods? How is this going to get your Wii fixed. Im sure if you took a different approach people would be more willing to help you.

but without installing cIOS 38 (My Wii can't do disc backups, so there's no point),
cIOS38 rev 17 is the same as cIOSx rev 19 except 19 is an updated revision. This is used for USB Loading and not just disk loading. That is why what you said makes no sense.

Your other statement is only partly true if you have a modchip installed as 4.2 disables out of region gaming with modchips ONLY.

My advice is to listen to the mods. Take it or leave it. Cheers.
    Damn I suck!!!!

Ok, I've looked up more on cIOS 38, and you folks use it for backup DVD/USB loading. I use cIOSx for the same purpose, and it works perfectly (minus the button issue, but again, it's on the disc channel too, and only with specific games).

As for why downgrading is a bad idea, like you I've never seen the impetus for this. Maybe there is something to be learned here. As I said, others have downgraded and not had this problem. Perhaps I'll try upgrading back to 4.2 to see if that helps. I'm all ears if you have any suggestions there. I'm going to wait on more replies first, though.

And yes, my Wii is brand new.

Disk channel? Man it is so remarkably simular to our guide, I can see how you thought we would understand now. Yep almost the same guide.

Disc Channel- putting the original game in and running it the normal way, without a USB or backup loader.

As for the sig you've given me, I'm not trying to be a troll. I have a problem and I'm looking elsewhere for solutions. I'm not a professional wii hacker, I'm not claiming to have any technical knowledge about IOSes, I have no vested interest in WiiHackWii, I would just like to understand what I've messed up here (assuming this isn't just a defective remote issue). No need to be snarky.

Oh you mean you can't even run actual retail disks now as well?
Ok, well I'll let someone with some kind of actual knowledge help ya out now, I'm just too darn dumb to help ya.

When did I ever accuse you of being dumb? I've been requesting actual knowledge here, and you've continuously bitten my head off.

Anyway if you could point me to a guide on upgrading to system menu 4.2 from a softmodded 4.1, I could start there. I have to admit, I'm not seeing any discernable advantages to my downgrade thus far (aside from being locked out of the Wii shop channel).

Wasn't me. You might have a bad wiimote, but like I said you have a whole different thought process on the whole thing and the guide that you are using is just so out of compatability with what we do. It is too difficult to know what and where something went wrong.

I suggested you try one of our guides, but you don't wanna do that, and everytime I think I know what the problem might be, you throw out some other wierd symptom that only brings me back to my previous statement about using our guides. At least then we could help you retrace your steps. UNDERSTANDABLE?

You don't need to change your system menu. If you are on 4.1 stay there. If you are on 4.2 stay there.
We also have a guide for the wii shop channel as well.

Sure. I think we've had a bit of a misunderstanding here.

Anyway, with a bit of tinkering with DOP-Mii or WadManager, I can get my IOSes to conform to those in your 4.1 modding guide. What's my next step then if I want to upgrade back to system menu 4.2?

I should mention I did a nand backup after I installed bootmii and before I started using the WiiHackWii guide and downgraded. Would there be any disadvantages to restoring it?

You are gonna want to install cios38 rev17 as well and that is key to the whole thing.
If you really want to go to 4.2 (there is no need to since it doesn't offer anything that 4.1 has) there is a safe updater somewhere on the site. I'm not sure where and users have had mixed results.
