You are putting this folder(cIOS38Rev17) in the apps folder on the sd card yes? Not apps\apps\cIOS38Rev17

You could try different media, these are the rated ones Verbatim DVD-r

The zip i downloaded did not contain a folder, only a cIOS38_rev17-Installer.dol file...I will try to create a folder in the apps folder for the file, however will i need a meta file and icon image?

rename the cIOS38_rev17-Installer.dol to boot.dol, and place it in a folder of the same name in the apps folder of your SD root.

    SD:/apps/cIOS38 rev17/boot.dol
