I am positive that hacks.ini is named correctly
Disable 'Hide know file extensions' in folder options on PC just to make sure. No other reason it would not work if it IS in the root of the SD.

What can i do to prevent notepad from changing the extension?

    Right now it's Hacks.ini.txt
when saving your file put the full name in quotes "hacks.ini" to prevent the .txt
    works for many programs
also necessary when creating 'no extension' files like "hacks.", tho not terribly relative so Wiis
