If the Wii is already softmodded, then install Neogamma with Wad Manager.

Need both these files? download this pack Wii Softmod Files 121309.rar

Extract the files to a FAT32 SD card (2gb Sandisk if possible) , not a 16 gig flash pen.

Go to the Homebrew channel and run Wad Manager and install Neogamma

Finally the firmware / System Menu is displayed if you go to the bottom right of the main screen a Wii symbol in a circle will be there, click on it and then Wii Settings, then at the top right of the screen is your System Menu.
