You don't under stand, you have it all wrong. There are many ios 30, 36, etc from Nintendo, these all have versions which over write each other. But the ios # is just a place to install an ios or cios. So ios36 always installs to 36 regardless of the version

Ios 249 is our cios, currently cios38-r14, this is a customize ios38 that allows us to abuse our wii as we wish.

You can not downgrade ios249 to ios61 or ios36. Your reading has confused you.

As he was saying, your wii doesn't just have one IOS which you downgrade/upgrade, it has many. We just use a hacked version of IOS249 for homebrew.

ios249 wad that is on there is a stub. Consider it like a cork that must uninstalled before you can install cIOS38rev14 which will install itself as ios249 which is what we use to run backups.
