Format the partition you want to use for WBFS to FAT and set it as active, then try using WBFS Manager. This tutorial may help:

EASEUS works on all 32 bit windows. Don't worry about messing up your pc since it will be your external hard drive being partitioned and formatted.

Also remember to first drop whatever partition is there in the first place - sometimes, especially with externals, there are pre-partitioned spaces - or sometimes a whole separate partition with backup tools or other software from the OEM. I can't remember if my WD Essentials did or not. But worth a check.

I use windows vista too, and had to turn off the User Accounts, in control panel, to get the first version of WBFS Manager to work correctly. I don't know if I have to have the User Accounts still turned off with the latest version of WBFS Manager becauce I still have it turn off.

Shadowsonic:i downloaded EASEUS and started it up. but it wont let me do anything with my external hard drive not even left click. also it says its unformatted when its not its in NTFS.

Chauncey: there is a prepartion space that take up 668 mb in UDF. with all the thing that come with it. would that mess it up?

Stomp: ive already tried 4 WBFS manager under admin and even turn off the UAC none of it work

it really weird though cause if i just plug the usb in wii and format. I can copy DVD and games to it and then play them no matter what format im in. It just wont let me acces them from the computer.

hey HP USB Disk Storage Format Tool worked . i formatted it to fat32. although it formatted my whole HD but after that all the other softwares worked. then i used EASEUS to partition it how i wanted it. Then used WBFS manager to format to WBFS.

thx everyone for the help i truly appreciate it
