I tried to force boot mario all stars in ntsc480p, and alas, it doesn't work, it crashes the Wii and unsync's the controller. Is that a neogamma problem then, or have I just chosen the wrong commands? or, can all stars even be force booted in ntsc? If I pick another loader to replace neo gamma what would you guys recommend? also, is there any loader that i can use to play pal virtual console games such as metroid or castlevania in ntsc?

Boot the game in pal format. Sometimes this resolves the problem. And not all TVA support ntsc or pal, you might want to check in to that.
