Can i hack a hardware modified wii?

As topic, my second hand was bought in 2007 which is japanese verison 3.1 and hardware modified. Now I can play a few dvd iso games only. I wonder if I can hack it and play iso games through a hard disk?My sister bought a wii resort game in US version months ago and found out it could not be played. Can i do sth for her?
