Any WBFS game managers will convert ISO to WBFS and vice versa.

A perfect example is my rip of Dragon Ball Z Budokai 2 (GameCube) both my system and game disc are NTSC-U yet when playing the game with USB Loader GX + Devolution .
Wait wait wait, since when was devolution released, isn't it the one that let's you play with a wii mote?

It was released in July (I think). Check the tutorials section here, I wrote a guide for it

As for the WiiMote use part...not yet though teudj still promises to add this feature someday. For now you still need a GC controller but it does have an emulated memory card (and you can even rip and add your real saves to it, check my guide for info). One of the major Benefits that, IMO, elevates it above DIOS MIOS is that it features audio streaming.

If your disc drive is capable of reading the Wii/GC disc yes, you can rip it that way and copy it to your Wii's HDD. But keep in mind that Devolution will require you to insert the disc in the Wii for a 1 time verification process.

I'm pretty sure Devolution can only load off USB HDD, but I will look into it. I'm pretty sure SD loading isn't supported, you can load GC games off SD with DIOS MIOS Lite though.
