Go and accept the forum rules then try again

Also it might have been due to the ^ (sometimes the bot doesn't like symbols) in your username. I wasn't on IRC so don't know what's really going on. You can click on your profile on the forum and on the left hand side there's a spot where you can accept the forum rules as well if you haven't already.
