Voice-Actor Mod Chip

I heard of a mod-chip that can replace English Voice-Actors on a English Wii Game with Japanese Voice-Actors. I am fairly new at Modding, so any information of this is greatly appreciated! Thank you~

Ehh, I dunno cuz they said it was already out. It was on some Youtube vid and I'm still trying to get some information on if it is out, and if I can get one modchip for my wii to have Japanese V.Actors.
