I'd hope that's a typo and that you meant "223," not 233. Normally a Wii's IOS go up to about 60 or 70, depending if 4.1 or 4.2; anything above that is a hack of one type or another (ie 222/223 is Hermes, 249 is Waninko's IOS, 254 is BootMii as an IOS, etc).
Emuhack states you can use IOS 222 here, stead of IOS 223 (IDK, I don't have or want this game). Another user spoke of updating his USB Loader GX here solved his problem. Another user said dave_pm's guide could've used some refinement and offered it here. What I'm getting at, is after I got busy sorting the posts from dave_pm's guide and left this thread with on-topic posts --- have you tried the "search thread" button under the search box? I'm not being a smarty pants, but you're not giving much to work with here. This is why we encourage, scold, and otherwise arm-twist users into searching.
Was having random errors at first so I followed this that i found on this site just to have a fresh start. After getting everything to work i tried to run cIOS 222 installer v4. It runs and brings me to the prompt screen.
Asks "Seclected IOS for install" i select 249
Next i select install custom IOS 222 (default)
Lastly i do the IOS 38 merged with IOS 37.
It starts to initialize from the network then says
failed to allocate temp buffer for encrypted content size was "large number" failed to acquire iso30 file: no such file or directory.
Looked up error 116 and it was my wii cannot connect to the internet. I can get on the net with my wii for everything else, it pulls the correct IP address (tried behind my router and directly connected to modem) but nothing. Any suggestions?

So you are having problems getting this game to run as per the guide of this thread, or you are having problems following the softmod guide in the link you posted?
I realize both situations might apply, but if you are following a specific guide, you should ask in the thread of that guide.
I'm having a problem with this guide. I just referenced the first guide to show that i had a complete clean install to start out with that was working properly. The error i wrote about is when i try to downgrade to IOS 38 merged with IOS 37 and it bombs out on me throwing this error

Lol, sorry just had me confused there with the extra info.
From what I have seen around about this error it is related to internet connection issue. Are you using the wifi connection and setting the wii outside the DMZ?
Don't have a wireless router, im sporting one of those usb to Ethernet adapters. Has been working fine. Just tried adding it to the DMZ and have the same error =(

Although I haven't actually tested it to make sure yet, I think my problem is going to be the one you suggested here, which was that the instructions in the OP are incorrect, leading to some confusion when actually trying to execute the steps listed. It doesn't help that Hermes' installer doesn't use the best wording, either. A mod with the ability to edit posts should really edit the OP to fix this, as well as add some other basic info that seems to be popping up over and over (like the installer not working with ethernet adapters).
Thank you for your help, though. I'll be sure to post back when I try it out to let everyone know if that was my only problem.
So, if you are having trouble with or are confused by the instructions in the OP, look here for corrected instructions. The wording in the installer is not exactly correct, and the OP's instructions are similarly faulty.
