Question Softmodded/Hardmodded Jap wii with a strange settings menu...

I got an wii that was bought on Japan and hardmodded and/or softmodded on Japan too. I don't know if it was only hardmodded, only softmodded or both. I was thinking about following the "Softmod ANY wii http://www.wiihacks.com/recommended-...d-any-wii.html" tutorial to change the region and add some homebrerw feature, but I couldn't find witch is the version of my wii, because the settings can't be accessed. Whenever I go to the settings on the options menu, the "usual" screen that shows up on normal wiis don't appear, instead of it, a white page saying that opera could not find the specified web page shows up (like when you are on the internet and you have a connection problem). I've never connected it to the internet, it came from Japan like this. It doesn't have any homebrew channel.
I was wondering if someone could know what it is and if it is harmodded or softmodded. Is it a big problem? Is this thing common? Can I fix it?

    Thanks

    do you even have homebrew?
    try this :
put this folder in the root of your sd, pluck it in your wii and then start it. Letīs see if you got bootmii.
