try swapping to r921 to see if it fixes it.........try formatting the fat32 again right click full format might take long ..and see
if you using a .dol swap to channel of gx...
I have a WD passport drive with the Fat32 partition first and WBFS partition second. Both partitions need to be Primary and as Krank said the Fat32 partition needs to be Active.
A Primary partition does not mean the first partition, you can have up to 4 Primary Partitions on a HD but only one can be Active. If you make the WBFS Active your Fat32 wont work.
On a side note to change the paths to Usb, after changing the paths you must also copy the config folder over to the USB and delete them from the SD card.
