Did you use IOS 249 to install cIOS 38 Rev. 17?

When it asks you to choose an IOS on the installation screen be sure to choose "IOS 249".

You do not install the wad that is needed for the cIOS through WAD Manager.
You just run the installer through HBC and use IOS38 or 249 for installation.
    That's all.
    3.2E, HBC 1.0.8, cIOS38 Rev17, cMIOSv8 Rev3, NGL R8, GCBL 0.2, PriiLoader 0.3 Rev43, StarFall 0.5, BootMii@Boot2

IOS38 is not the same as cIOS38.

Use NUSD to download IOS38 and install it with wad manager using IOS249 (which is what cIOS38 is installed to)
Not really doing much Wii stuff these days.

Wad manager for IOS38 and cIOS installer for cIOS38.

The cIOS installer sometimes comes packaged with a IOS38, this is a virgin IOS38 which is modified on the fly by the cIOS installer. It is possible to find a ready modified IOS249 that can be installed by Wad manager but there's little point in doing that.
