Um you dont install cios38 rev14 via wad manager to begin with. You dont install any of the cios' via wad manager. You install ios' via wad manager. Shadowsonic2 has been telling you how to set it up on your sd card. You said you only have the dol file so rename it to say boot.dol. Create a folder called cios38rev14 and place this boot.dol file inside it. Place the cios38rev14 folder inside the apps folder thats on your sd card. Start HBC and select ciosrev14. Run it. Since you dont have the wad file, select network installation. Let it complete and bingo. Finished.
If I have helped you in any way, please thank me by pressing the little thanks button.

LIke the man said. In my first post I provided a link that you just extract to a sd card and then open the sd card from the wii menu. It uses bannerbomb and will open immediately. No need to rename anything or use the homebrew channel. It is way easy. you need a password to download the file though. Just click the link in my first post and put in the password www. wii hacks. com without the spaces of course and follow my directions in my first post
