I've been trying to find threads on how to downgrade my neogamma to cIOS36r10 aka neogamma 6 version 10 but i have had 0 luck and not many people have been helpful.
Is there anyone on these forums that could possibly help with the steps of downgrading?
I have the cIOS36_rev10-Installer.zip file.. what else do i need?
Been at this for 3 days now and im getting kind of frustrated...

What kind of problem are you having? As I understand it, you want to overwrite your current IOS249 version with cIOS36rev10. You state you have that installer.
So, is the problem that you were unable to locate NeoGammaR6? Here you are: [Only Registered Users Can See Links. Click Here To Register].

I just looked through your past posts to see why no one was able to answer this question for the 3 days you reported. I saw no post aside from this one. I presume you were asking in the chat area, then.
As you probably have learned by now, the chat area is a rather inefficient means to get an answer as it is highly dependent on who is in the chat area and their level of knowledge and helpfulness. Further, the chat log scrolls off the screen so even if a moderator or knowledgeable member wandered by a bit later, your query would no longer have been visible.
I saw responses to, I believe, all your posts and would recommend you continue to use that as a way to get a response. Good Luck.

First, separate the terms in your mind. NeoGammaR7 and NeoGammaR6. The cIOS or customized IOS installs as IOS249. The current cIOS38rev14 works well with NeoGammaR7, but is not working for your Wii.
To use NeoGammaR6, I provided a link, please download and install. I believe it will extract as a Wad, coopy to the Wad folder on your SD card. The versions of NeoGamma may reside concurrently on your Wii, if you want.
Unzip and copy the cIOS36rev10 installer to the Apps folder of your SD card. Access the installer via HBC. cIOS36rev10 will overwrite the cIOS currently occupying IOS249.
The process is just like the softmod steps you did just a few days ago. App folders go into Apps folder-accessed via HBC; wad files go into WAD and are installed using Wad Manager.
