Yes, once restored no freezing occurs
Why don't you just do Step 5 in this tutorial and watch the screen carefully for any messages.

I never saw anything on the screen that looked like any of the steps failed or had an error, but I wasn't looking that closely so I'll give it a try

I've downloaded the files for this but when I try to open with Internet Explorer, the little box pops up again asking me if i want to save - Open - Cancel. I cannot get the files out of the download. Help me please.

Why are you here in this tutorial section? This Step is identical to the Step 3 in the Dogeggs Softmod tutorial you were following. If you downloaded the softmodpack these same files will be there. Did you fail to download and extract and come over here? The files are in rar compression and archive format. You need to download and install WinRar to extract the files. Go back the the softmod tutorial forum so as not to mix anyone or yourself up.

@iminsane - why are you trying to open a .rar with internet explorer? and by what gen is saying you seem more than a little confused, i suggest you quit now before you end up bricking your wii. Get it chipped instead, it is a lot simpler and will save you a lot of time /money.

I did just step 5 and saw on errors during the process (everything appeared to complete ok), but I'm still having the problem with it getting semi-bricked.

    Anything else you can suggest?

Well, you got me. We started with your 3.2U Wii restored from semi-brickness with bootmii NAND and just that one step of trying to install cioS38rev14 reproduced your semibrick. Obviously this is not normal and I know you can't remember the mods done in the past. I'm not going any further on this. Recover with bootmii again and don't try a softmod.

You might want to bring your Wii into a shop for a chipmod-also let them know about the problem as they have more tools at their disposal to fix full bricks-so maybe they'll restore your whole system. I'm afraid to try an upgrade because of this pattern-I don't want to make your problem worse.

Would you think trying to remove the softmods and doing an official Nintendo system update to put it back in a clean state would be worthwhile?

Hmm, more importantly, would it be safe?

Normally, that's one of the options I would try. I'm a bit thrown by how just trying to install cIOS38rev14 using the Wad Manager resulted in another semibrick. We are both concerned over safety. The Nintendo system update SHOULD overwrite all the softmods and be safe. I can't tell you if it would be safe; that's why I backed off. Maybe a moderator or staff member will see our posts and we can benefit from their greater experience. Thank goodness you have Bootmii as boot2 and a working NAND copy.

Actually my Bootmii is not boot2 (my Wii doesn't support it), so I guess I should say thank goodness it's only resulting in semi-bricks.
