So I thought I would try this for an option and maybe have success. However when i put in the package on a new sd card and went to run the installer. it would make it to the part where it states that if you paid you were ripped off and if you have any questions to go to the website for more info. The button pops up saying push 1 to continue. however the controller doesn't respond. I then thought maybe I should remove the channel and try from scratch. However I now can not install homebrew again. It does the same thing every time! I am really hoping that I can get homebrew back. I have emulators and roms that I love. I would really appreciate the help of a more experienced modder. Thanks for your time!
So let me get this straight: you got the tutorial completed more or less but the backup launcher didn't work. Does this mean the only alterations to your Wii were strictly from this tutorial --- nothing else? I don't know what "So I thought I would try this for an option and maybe have success" means other than to imply you've made other modifications, either before or after. If you've monkeyed with more than one method, I suggest virginizing your Wii as described here and then perhaps retry this and only this mod. If you get stuck or have an issue with a backup loader, ask here first before doing something... questionable.

What is the concern, or why stop @ end of step 3 if I may?

I see people have problem loading the hacks.ini and I don't know if that can be my problem since I don't get any error message. What I got instead is a "system menu hacks" without a save option. I can move around and change disabled to enable and I can use B to go back. no other keys on the wii mote have any affect. If I use B to go back none of the changes are saved. Any thoughts on how to solve it?

    Cheers

I looked at the hacks.ini file included in the latest version and I see multiple versions listed. Did you try to edit the file to just include the hacks for the particular version your Wii is on? Supported versions are 4.2., 4.1, 4.0, and 3.2 --- unfortunately it seems multiple versions are there, and it may be a question of editing them to cut out the irrelevant versions.

What are the odds that I would need a GC controller to navigate through some of the install menus? If I don't have one and I can't select anything using the buttons on the front of the Wii,can I just turn the Wii off and then buy a GC controller or will it screw things up?

You would potentially only need a GC controler to either create or restore your NAND. If the console buttons fail to navigate the BootMii utility, you can skip the backup NAND until you can secure one. A NAND backup can be made at any time; it's not necessary to complete the tutorial but is good to make after the fact if nothing else.

If you are trying to use Bootmii to create a NAND backup, you should be ok turning the Wii off until you get a controller then go back to that step once you have the controller. I had to do the same thing with mine.

Is there any rhyme or reason as to why some people need a GC controller and some don't?

Undetermined; it's kind of like those with Wiis that refuse channel wad installs of a backup loader, but will work just fine as a boot.dol via HBC. In my case, the Wii was purchased November, 2009 and the console buttons worked on a 4.1U unit purchased from Sam's Club.
