Can't install WiiWare/VC games with WAD Manager v1.21

For some reason I can't install any WiiWare/VC games via pretty much any WAD Manager app. :( I keep getting this after I try to install it:

"[+] Opening WAD file, please wait... OK!
[+] Intalling WAD, please wait...
>> Intalling title... ERROR! (ret = -1029)

Press any button to continue."

I don't know what's the problem, but it keeps getting me this error code. Does anyone know how to fix this? Or other ways to install WiiWare games. I heard via Twilight Hack, which I think it would be easier.
I'm using the Homebrew Channel with Ver. 3.2U.

I could be wrong, but this sounds like an IOS problem. I encountered this error a few days ago, and it resolved itself with the installation of a couple new cIOS. Here is a link to the thread that helped me, albeit my question at that time was a little different than yours, the end result should be the same.
