Certain PAL games not working, even with Force NTSC and IOS

Okay, so i searched and searched and searched for anyone with the same problem but i coulnt find the exact same issue.
I am running on 4.2 NTSC softmoded Wii, Ios 236, and i used one of the guides to do it.
I tryed running the PAL Resident Evil Archives on my wii, and it wouldnt work. I tried Force NTSC, and tinkered with all of the options i could, I even downloaded and installed IOS33-64-3091 with Wad Manger 1.5 , and it still didnt work. I gave up and got the NTSC copy and it worked just fine. Then i tried to run House Of The Dead Overkill(Pal) and it did the same as RE Archives. I know they both Run off IOS 33. Okami and Metriod Prime 3 Corruption(both pal) work just fine, i cannot figure out why HOD overkill and RE archives wouldnt work. I use a USB HDD, And i tried CFG Usb Loader, Usb Loader GX 2.1, and WiiFlow, and it works on none of them. Could someone please help me?
Thank you in advance, I can post System Specs if needed.

    I sense downloading.

First off, why try a PAL game if NTSC works just fine? And why would you buy a copy for both regions?

    Your logic confuzzles me.

PAL versions of games are just easier to obtain, not to mention faster.
I figured if PAL should work just fine, then why go out of my way to get NTSC.
I will get NTSC versions, I just wanna try to get PAL to work first if possible.

I bought my Wii in Texas, But i moved to Norway, And they don't sell NTSC copies here. The whole reason i softmoded my wii in the first place was so i wouldnt have to Buy another Wii. I asked for assistance, not to be questions. So if you could please not accuse me of illiegal actions, I have read the rules, i know piracy isnt allowed on these forms, but it also says that i can download ISOs to make backups if i legally own the game.

When playing games off a usb they run off the cIOS, not the IOS. Do u have priiloader? One of the hacks is to make region free. Maybe post a system check.
