Some type of RF interference, I'd say. Wonder if internally the top-most metal lid has been removed or similar. Try to reposition your Wii slightly further away from the TV. RF interference usually = inadequate shielding, aye.
Ok got this wii off ebay....
Only works with component cables....
Softmodded it today using 'Mod any wii guide'. All went well - Got bootmii as boot2
Went to plug in usb hdd and when I power on the hdd the screen has slight interfence.
Not enough to distort the picture completely but never or less it is noticible.
Im wondering if its a bust usb port? If I power off the hdd then it goes away..
Some what annoying....
I have to say its not the hdd as it works fine with my other wii and have tried two different hdd' with the same issue.
Have just tested component cables withe the other wii and it is doing the same thing..
Could it be something to do with the cable shielding???
The interference could be caused by a number of things. You say it does the same thing on two different consoles with the same component cable is that right? You may want to try a different cable and see if that helps. If not you can try an electronics line conditioner and see if that works.
What one of them when its at home?electronics line conditioner

You can get an individual line conditioner that plugs in like a surge protector. If I were you I'd make sure it's not a problem with the component cable first
I bought 2 cables. One for each wii and both do it drats
Let me put it this way: two cables do it on two Wiis, right? Does your original Wii (assuming a 3rd unit) do it? Is it possible that the cables are both of inferior quality (a possibility if of the same brand). Ruling out the component cables as already mentioned is another thing as well.
Ok it was the cables in the end. I paid around the same amount for the replacement lead and dont get any interference now....
