What is the IOS16?
I believe the IOS16 is what was included in the Wii BAckup utility 1.3 that was accidently left in someones Wii by Nintendo.
There is a "3.3v3 Recovery package" that contains everything needed to downgrade even if you did not previously have the cIOS installed. You just need for search for it. The basic instructions are, and I quote,
This package contains everything you need to downgrade in case you didn't have a cIOS already installed and updated your wii since last week to the new 3.3v3 (mistakenly called 3.4 or 3.3v2).
-IOS16 (Legitimate Wadfile)
-cIOS249 v5 (fakesigned wadfile)
[both have trucha bug!]
-WadManager 1.3 (to install IOS16)
-Modified WadManager to install cIOS249 using IOS16
-Full "downgrader" to run once thats all done.
Note: MAY NOT work on Korean Wiis.
This is made possible because of the Wii data backup service disk that NOA accidentally
left inside someone's wii after repair. Ooops
There is an official IOS16 on the service disk that still contains the trucha bug and
did not get patched with the new 3.3 update version.
And yes this should work on unmodded wii's. Just use the twilight hack to start the wad
manager to install the IOS16. This can still be installed on the new 3.3 firmware because
it is an officially signed IOS. After you have IOS16 installed use the wad manager
version that uses IOS16 to install the CIOS. After you have CIOS installed you can
use wad manager to install not officially signed nintendo VC, wii ware, custom channels etc.
Works like a charm. Get files from there and follow the following:
Step 1 – Install the ‘Homebrew Channel’ onto your Wii.
Step 2 – Update to the latest Wii Firmware.
Step 3 – Download and install ‘Wii Fix Tools’ to your SD Card.
Step 4 – Using the ‘Homebrew Channel’, open ‘WAD Manager 3’.
Step 5 – Press ‘A’ on the Wii Mote once. The Wii should detect a SD Card. Press ‘A’ again to see a list of WADs on the SD Card. Use the ‘D-Pad’ to select ‘IOS16-64-v257-prod.wad’. Press the ’+’ to install the WAD. Once it has installed the WAD, press the ‘Home’ button to restart you Wii.
Step 6 – Using the ‘Homebrew Channel’, open ‘Custom WM’. Now using the same method as in ‘Step 5’, install the ‘cios_fix.wad’. Once it has installed the WAD, press the ‘Home’ button to restart you Wii.
Step 7 – Using the ‘Homebrew Channel’, open ‘IOS Downgrader’. Just follow the instructions and wait until it finishes installing the necessary IOSs.
Step 8 - Using the ‘Homebrew Channel’, open ‘Install Shop IOS51’. Say ‘Yes’ to installing the ‘IOS51’ and ‘Yes’ to patching a fix but ‘No’ to the ‘Wii Shop Channel’ (it shouldn’t matter if you install but it won’t make any difference).
Step 9 - Using the ‘Homebrew Channel’, open ‘WAD Manager 3’.
Step 10 – Now you should be able to install WADs. Try installing the ‘WAD MANAGER V3.wad’ (use this channel to install any WADs in the furture) and ‘Wii Gator.wad’. Other apps should also work as well such as ‘AnyRegion Changer’.
Optional Step – You can downgrade to 3.2X if you want. Use ‘AnyRegion Changer’ to do that. Then repeat ‘Step 8’ and say ‘Yes’ to installing the ‘Wii Shop Channel’ (otherwise the Shop Channel will not work).
Step 11 – MISSION COMPLETE! Good job Commander!

this worked perfectly for me.....and now i've learned my lesson with updates.
anyway...i don't really know why wiibrew hasn't posted this fix ...probably because of the copyright infringement on the nintendo signed file...
also thanks to the original poster on that other site ....and the person who converted it into instructions that everyone could understand....
