It Seems That I Am A Pirate

I've been trying to downgrade my wii but there is one thing stopping me from that happening. That stupid pirate error. I have deleted a wiiware channel with anytitle deleter, ran nandclean.dol, i even use shared2clean. It still give me that freaking error. Any ideas on how to remove this.

It may be due to having a modified IOS on your system.
