What you are trying to do is the best method to brick your system.
Uninstalling 249? That's insane. Every USB loader uses 249. So if you don't USB load, what did you mod it for? Just to look at a pretty menu when you're not playing your Wii? How often do you look at that menu between booting and playing a game? 10 seconds? Was that worth the risk?
No one here will help you find themes. We loudly advocate against such a thing (unless you are playing with emulated NAND, so if you brick it, you still have your real NAND to fall back on, which somehow, I doubt you are doing that).
My recommendation is to remod your system with Softmod Any Wii guide, install everything, Mod Pack, IOS Update, Menu 4.1, Priiloader. Get your system back to a stable environment, and leave it be.
EDIT: I was reminded that we have lessoned our stance on themes earlier this year and have a guide written up on the topic. It does suggest exactly what I suggested that you don't attempt this unless you are using NAND emulation to protect your system memory or if you have a proper NAND backup and a system capable of having bootmii installed as boot2.
