That's a serious wall of text, I shall modify it.
I would like to start out by saying this is the 2nd system I have ever attempted to mod. The first, my PS2, did not go over so well, so I am hoping for better luck here. Ok, now then.
I have recently installed HBC. Geko works, HBC Browser works, Brawl + works. It seems everything works. I decided to take the next step up and start backing up my games and playing them VIA External HDD. I followed all guides to the letter. The only difference I did was when I installed cIOS 250, I put it on block 250 instead of the normal 247 block because there was already an cIOS installed on that block and I didnt want to overwrite it.
Anyway, I installed USB Loader GX and started it up. I see the loading screen and as I am carefully reading all of the words on it as they flash by, I see this: "failed to load any cIOS. USB Loader GX Requires cIOS 222 or higher to run properly...etc". Then it goes to the screen and says that it could not load any USB device, Starting in Channel mode. I didnt notice at first that it says "Failed" because my TV cuts off the first half of the word.
But after recording my video of it and hitting stop at that screen, I put the words down and realized that its not reading the cIOS that I installed. I have tried 4 different hard drives. 2 of them were USB 3.0. SO i thought that may be the problem. So I tried my 2.0 Drives. Nothing. I tried 3 diffrent Flash drives. Nothing. I even took a couple internal hard drives, and used a Sata/IDE to USB 2.0 Adapter. Same thing.
I have tried 1 TB HDDS, 500 Gb, 250 GB, 9.5 GB, and even partitioned some of the 1 and 2 Tb HDDs into 100, 250, and 500 GB partitions. Yes I do format them to WBFS and I have also tried as just FAT 32. I have not tried re-installing the cIOS, because I am unsure.
I have read all over the place of Wii's getting bricked because of cIOS installations. My Wii is already acting a little funny, doing things like freezing up while watching Hulu sometimes and my disc tray light randomly coming on and pulsing while on standby. So I am unsure about what I should do from here.
If someone would like to walk me through step by step, i could also make a video so maybe you guys could see what I am doing wrong. Thanks for your time.

Sound to me that you may be missing cIOS files if you've not followed our guide. To know for sure, post a syscheck (directions on how to do so are in my signature), or if you just want to remod your system to what we think is current, follow the Softmod Any Wii guide (also in my signature). If you have a NAND backup from when you modded the first time, you can start at chapter 2. If not, start at the top.

The games, after they are backed up, do they require certain settings to run properly? I backed up Monster Hunter Tri 3, and after removing the disc, I started up the backup. The game loaded fine, cinematics played fine, but after I got to the main menu and hit Begin Game, the entire screen went black (like it was loading) and the sound locked up. It was like a small buzzing. The entire system locked up and I had to hold the power button down to shut it off. Not even the Reset button worked.
I had read on WiiBrew at some point in time that diffrent games required different cIOS and settings to run properly. I didn't read much into it, because I had just started modding and knew that was a long time away, but now that I have it working, I can't seem to find the guide on WiiBrew I was following. Maybe you can give me a little insight on it?
That part is mostly "Smoke and Mirrors" or old school programmers will understand the term "black box" to me. Not exactly sure how it works under the hood, we just hope that it all does.
A modded system with all possible cIOSs like you'd have after modding with Mau's guide gives you the best chance to be ready for anything.
Some games requires to be run using different cIOSs instead of default, I know. But not sure if they "Change cIOSs" in mid-game or not.
I delved a little deeper into it and found that Monster Hunter 3 Tri actually requires you to manually set the game cIOS to 223. That fixed it for me. I thank you for clearing that up, llaffer.
As of right now, everything seems to be working fine with no problems. I stayed up all night backing up and testing all of my Wii Games with perfect results. I may have some new questions when I start on my Gamecube Games, but for now, all problems have been addressed.
