Do you have the external switch cable installed? The external switch cable can act as an antenna and introduce noise to the chip. Try removing it and see what happens.

You can't reflash the chip. What type and region is your Wii? D2C2, D2E? USA, PAL?

For all D2Suns, for the DMS/D2A, you will short jumper J1 on the chip, and set the K jumpers for your region.

As you have a D2B, you would not short J1. Since you have a Pal-D2B, you will short K2 :)

J1 needs to be bridged for DMS/D2A, and then your switches set for PAL (K3, K4 - off).

There is an "auto" jumper on the clip, have you soldered that?
