I don't use wiiflow so I can't help too much. Maybe try an older version. The newer ones are catering to the GameCube audience and that requires fat format. The fact that other loaders did not see...
I would venture to guess that it is an hdd issue. Do you have any other usb device to test with? Look at THIS and see if it is listed as compatible.

You can use THIS to identify the drive chip. To find the system menu version simply go to the settings menu on the wii and it will be displayed in corner.

You will be gambling if you buy it. Not knowing the history makes it a little more difficult to troubleshoot. Not having any info for us makes it hard to say that it's fixable too.
If that is your goal then you should not be following this guide. Simply follow the soft mod any wii guide in my signature. It will overwrite what it needs to.

You can set it to return to hbc, your loader, some other app, or the wii menu. When you hit the home button and select wii menu it will go to what you set it up for.

You can run everything from your external drive and not need an sd card. All you need is a fat32 partition on the hdd.
The wii u has hd capabilities but not in wiimode.
