What progarms do I need to play NTSC-J games on my Wii 4.2U? I have HBC and a USB Loader but what else?

Here is my problem, I can't install Cios38rev14 or instal wads or save settings in PriiLoadeder, It won't let me do anything even though I followed everything in the tutorial. I'm stuck.
