I don't think it would... you would end up possibly scratching the case in the process, just wait it out.
I am not familiar with that specific chip but probably not the most up to date firmware on the chip or is installed incorrectly.
I find putting a little flux on the leg and tinning the wire makes easy work of the IC legs.

I use wii connect 24/7 and it finally started messing up my wii (first gen). I get thge little specks on the screen especially in graphic intensive games... sucks...
I think we can all agree that the wii is a step in the right direction... Anything to get kids active is a good thing.
