I followed these instructions 1 for 1 through every step, I even named everything the same as the guide because they're good labels anyway, but when I reach "8) Set drive as active" I can't do that. I'm not able to set it as active when I right click it, or when I go to any other option. There's just no option to do it. I've tested this same guide out on a smaller flash drive and it worked fine, but when it comes to my external it just won't do it.

What program are you using to format the hdd? Also what are you running the program on?

PC, I had the wrong one earlier but I grabbed the 64 bit one and could only get as far as step 8

Ok make sure that under type that it is primary and not logical

When I created it, I tried to set it to Primary but that was greyed out. It's set to "GPT (Data Partition)"

Well I'm not sure what's wrong then, because the option to even select Primary is greyed out when I format it. It's set to Primary, but I'm not able to change it. When it's created, it's automatically a Data Partition.

Try clicking apply after every step

Yep, still no good. Primary's option is still unavailable and when I try it ends up the same way.
