You certainly ARE a few lumens short of a candle (you aren't very bright).
Who told you that you can't install HBC using a chip mod on newer than 3.2? You absolutely can. I installed HBC on several Wiis with 3.4U using the Twilight Hack and a Zelda backup disc - Wiis were modded with the original Wiikey. Works great - and you do NOT need 4.0u to run the USB loader and such - works great with 3.4U.
Someone should post a new tutorial on how easy it is to make ISOs using the USB loader and WBFS manager to put the ISOs on your PC for storage - the WiFi method takes hours - this way takes minutes. Is even way better than having the magic LG drive and Rawdump - that takes hours, too. Even if you don't use USB loader with a hard drive you can use a USB ram stick formatted with WBFS and read the disc to the ram drive using USB Loader then offload it onto the PC as an ISO using WBFS manager. Takes minutes and is absolutely the fastest way to get an ISO from a Wii original disc. If your Wii is chipmodded you can use this method to make an ISO from a backup as well. I would do this as a tutorial, however, there are lots of warnings for me not to do so... and as this is only my second post here, that would be rather presumptuous of me

please let us know if you have to have the Homebrew Channel installed it put the loader on
TECHNICALLY, no, if you have Wad manager installed as a channel, and install this as a channel too.
But, for the most part, if you're not familiar with Homebrew, then yeah, HBC is needed.
