Yes, sounds like the manual featured poor wording to communicate the intended idea. If you want to play NTSC-J, you must change. You want to play NTSC-U, you must change. You want to play PAL-E, you must change. NTSC-K (Korean), you must change. That'd get old to me real quick. With softmodding, the LOADER can support different regions (you would have to make a software adjustment/change; not open your console to flip DIP switches). Be aware, a Wii can be both softmodded and hardmodded at the same time --- they'd coexist (some folks like this idea; mine is softmodded only, 4.1U).
