OK - I used "ModMii" to reinstall everything for my Wii "as if it was a virgin Wii" --> I ended up at Sys Menu 4.1U
I tried Brawl but the problem was still there
I downloaded cfg USB loader v63 - - - - - - still there
I installed Wanin cIOS rev21 base 56/57 slot 247/248 - - - - - - still there
I then decided to ditch the tutorial I was following and go with what I felt was more appropriate for my situation - - - - - - I installed Wanin cIOS rev21 base 58 to slot249 (which was what my Cfg USB Loader was using to start up) and it finally solved my problem, I tried Brawl and I had Zero button issues! *happy* :D :D
So glad this is finally over rofl XD - - - - - - Two month after my original post roflrofl >_< - - - - - - - Just goes to show you, never give up without a FIGHT!! :p

Odd behavior or situation you've found yourself in, glad it got resolved. Perhaps this will, indeed help someone in the future --- glad you shared (it's unorthodox, but I understand).
I hate to necropost, but unfortunately this is the only thread on what seems to be the ENTIRE internet that describes the issue I'm having. Short version? EXACT issue as the OP. I'm using 4.3U with a fresh mod (via ModMii), and this issue is plaguing every. single. one. of my games.
Even more unfortunate, the solution that the OP provided at the top of this page just results in me installing a cIOS that just plain doesn't work. I've tried EVERY cIOS between 200-250, and none of them work! The best part? They worked fine yesterday after I switched to loading with 250. This morning... buttons stuttering again. I'm pulling my hair out here!
If anybody could shed some light on this issue, you'd have my eternal gratitude.
After a few days of testing, the issue seems to be caused by going back to the main Wii system menu. Mitigated by using Priiloader to boot directly into HBC. Hopefully a smarter person can nail this one down for good, but this will work for me.
