The cIOS installer is an exception to the wad folder rule, the packaged IOS38 wad must go at root. The cIOS boot.dol must go in a folder within apps, just like every other HBC app. If the cIOS installer is not named boot.dol, then you must make it so.
Thank you, I will try that ^^ :D
Well, the cIOS installer should be a program, so it would most likely go into your "Apps" folder. You would place the wads for that on the root of your SD card.

here's what i did...
i used the installer (rev 17 from gbatemp) but i changed the "ios to use" to ios 38 instead of ios 249
using the network installer, it showed that the update was complete.
I looked back at CFG USB, and it showed that ios 249 was still at rev14 (duh).
now the question I have for you guys is, should i be concerned? I only had to time to test out 1 game (to make sure i didn't mess up my Wii), and it worked.
should i try to change ios 38 back?
or should i forget about it and just go ahead and update ios249 like i was supposed to?...
thanks for the help.
