I found a work around for the problem of USB Loader GX freezing during game installation. You need USB stick. Ideally, you want a 4gb and up USB stick. Anything less may result in the USB stick filling up, and the install will freeze.
1. Format the USB stick as NTFS (use default allocation).
2. Open WBFS Manager, and format the USB stick for WBFS.
3. Plug the USB stick in your Wii (bottom slot as usual).
4. Load USB Loader GX (it should load up, but with 0 games).
5. Install a game as you normally would.
5. It should extract to the USB stick...at least it did for me!
6. Then, take the USB stick back to your PC, and Extract the game in WBFS Manager.
7. Finally, plug your hard drive in to the PC, and load the game onto the hard drive in WBFS Manager.
This was done on a 4.2U Wii having freezing issues when installing to a 1TB Seagate Hard Drive. Everything else about the hard drive works perfect except for trying to install games in USB Loader GX.
If you tried this, and USB Loader GX still freezes then see my other post in this thread on how to get USB Loader working again if you start getting a black screen when you try to load USB Loader again.

I had this problem with my 500gb Seagate drive. It had to have been the drive because I returned it for a 1TB Seagate which has been working perfectly and I didn't change an IOS or configuration on my Wii inbetween the swap.
Before trying a new drive, I would recommend using WiiFlow and see if you can install games through that loader. For some reason USB Loader GX has been sketchy in recent updates.
I had this problem to, i simply downloaded an older version av USB LOADER GX and loaded it as a boot.dol and then i was able to install the game. I then play the game thru the latest version of usb loader that i have installed as a .wad (channel)
The older version i downloaded and put in my sd:/apps/USBLOADER(OLD)/boot.dol was r900 found here: r900.dol - usbloader-gui - Revision 900, compiled at Sun Jan 31 23:21:25 UTC 2010 - Project Hosting on Google Code

Of course, the most common issue is due to a hard drive problem( A Bad sector), I'd recommend that you use the WBFS Manager for backup all your games in your pc and check your external hard drive with the check disck in order to solve the problem, and if you see that for example when you load a game in the manager to your external hard drive and is not loading propertly or if say something that you need to check your hard drive disk or reconnect or something like that is due to a bad sector that is right there and don't let that you copy the game, so don't worry too much ;) just check your disk, it's not your wii or the USB Loader
