I downloaded the hacks.ini file and changed it to hacks.ini. i went through preloader and this time got to see a list of 5 options. These where:

Hi i have just formatted the system memory so i could install your hacks and it is saying error 10300020011 installing ticket installation failed

i am runnin V4e i had HBC and Wad manager already on the Wii but Preloader wouldn't load so i thought i would start all over again any ideas PLZ PLZ
I don't know what I am doing wrong, I followed the instructions, and when I get to Channels> SD Card. I just get white boxes, nothing happens. No pop-up or anything.
I am version 3.1u
did u make sure wiiconnect 24 is set to off. and also make sure your sd card is formatted to fat32. whenever i started this guide my sd card was formatted to fat, thats the way it came purchased. just right click on the sd in "my computer" and go to format. then select to format it as fat32.

i dont think so. just whatever it is to begin with. so as long as your sd is formatted to fat32 then it should be good to go. what all files did you get in the bannerbomb/preloader/neogamma.rar that you downloaded to start this process? it should have contained 4 folders- apps, installer, private, wads. and then it should also have a boot.dol, a ntscuhacks.ini, and a palhacks.ini

(u said your system is 3.1u so the palhack.ini you dont need, so just delete it, and rename ntscuhacks.ini to hacks.ini)
if you have everything set up like this and your sd is formatted to fat32 and wiiconnect 24 is set to off then everything should work proper. i have no idea whether the type of sd card you have would make a difference or not, but i have a cheap ass 1gb card that i got from walmart on a black friday sale 2 years ago for like $12. so i doubt the manufacturer matters but could be wrong. maybe try a differ sd. you didnt make it far enough, but after you have homebrew channel you will need an internet connection to run most of the apps as they download changes from a server.

I fixed it, pretty much I'm an idiot. Thank you for your help though.
Since I'm being very unpractical, I have a question.
a). Open the Homebrew Channel, load Wad Manager 1.4, leave settings as default, select IOS16-64-v257-prod.wad and install it, then restart your Wii.
b). Load the Wad Manager 1.4 again, but this time select IOS16 as the one it should use and then install cios249.wad.
c). Load IOS Downgrader 1.0 and follow any prompts until it's complete. If nothing happens and it just asks you to reboot then don't worry, your IOS files are already hackable and they don't need downgrading.
If I follow these steps on a 4.0 Wii, couldn't it solve the problem that many face for finding cIOS 249.wad and possibly all WAD Files?
