Try this, first make sure you have a nand backup from bootmii.
Make a new setting.txt with this app
    SettingEdit.rar
Make the setting.txt for USA, ensure that you have the USA 4.3u installed on the wii
    AREA = USA VIDEO=NTSC GAME=US
Set model to RVL-001(EUR) or RVL-001(USA). Probably set it to EUR since that is what you will change to. Or keep it at what is on the sticker.
Set SN to your wii. You could change to LEH to match your region change.
Use this app to load the new setting.txt
    CB2_BB_System-Settings-Replace_MOD.zip
Place the new setting.txt in sd:\apps\Setting Replace Mod\

You will need a gc controller for this
Load setting replace mod from the HBC
    Replace the setting.txt

Now try Any Region Changer again. See if your error -101 is fixed.

Make a new nand.bin with bootmii
    Then use nandbincheck, from shell
    http://www.wiihacks.com/homebrew-app...dbincheck.html
    nandbincheck nand.bin -fs -all -v
Copy and paste the report here

System menu hacks- use the region of the system menu
Game hacks- use the region of the game

Your wii is a little messed up. How bad do you want to fix it? Fixing it could break it and require nand reprogramming. You can probably fix it but there are risks without option to recover without nand reprogramming. So if you want to fix it, we can work on that. Or you may wish to abort and leave it as is. Why do you want to change the region to 4.3e?
This is what your nandbincheck shows

    .....
    Checking 00000001-00000002 ...
    incorrect uid/gid for "data/setting.txt"
and IIRC, -102 is IOS telling you that you dont have permission to access some file. it is the uid.sys that lists what title owns what file. seems somehow the setting.txt no longer belongs to the system menu.
If you wanted to fix it I would make a new nand dump with bootmii. Format that nand.bin with oneswannegger nand.bin formater. Install 4.1e to the new nand bin, set the setting.txt to euro, install HBC.wad 1.03 JODI to the nand.bin, install a patched ios36 wad to the nand.bin. I would first ensure that your bootmii ios can load HBC JODI, I don't know if the current version does, it may need to be downgraded to hackmii 0.6 first.
So I would load bootmii ios and restore my new nand.bin, which has patched ios36 and HBC JODI on it. Then I would exit from bootmii to HBC and install priiloader before rebooting the wii. That would fix your issue with sysconf, uid.sys, and setting.txt. Should leave you with a bootable system menu with priiloader in case the system is broken. Just an idea at the moment, I would want to test it first. Without bootmii installed as boot2 there is no recovery without nand reprogramming should it fail.
If uid.sys could be fixed that would work, but I don't know how to fix uid.sys.
You may want to eye this-
    Board Message

I imagine that you could do the region change and only change the settings you need. I am guessing that you can not change the language and fail with error -102. I think you can change all the settings in setting.txt, set the area=EURO video = PAL game region = EURO. You might not be able to change the shop channel code, language and shop code are in sysconf the others are in setting.txt. I imagine your language is already set the English, so that should work if you really need a pal wii. Just be sure to exit to HBC and reinstall priiloader after the new system menu before rebooting the wii, just in case the SM does not load.

You where able to replace the setting.txt without error correct?

If you like you can zip that nand.bin of yours and upload it to me. Then I can take a look at possible fixes to it on my boot2 wii.
