    Oh, it did for sure
Now all works great and I have to reinstall cIOS38_rev14, since that was not the problem and I downgraded using the bannerbomb hack from the channels menu... interesting that it loads .dol extensions before .elf extensions in the root of the SD card though. Bannerbomb exploit that is.

If your system menu is 4.0 or above you need to use the •The 4.0 NoCIOSFix, this will make WAD manager v1.4 work on all 4.0 and aboves.
You can get it here hope that helps. there is also a great tutorial on how to use that file here
I think step four shows you how to use the 4.0 NoCIOSFix... good luck.

Hmmm... that is a bit strange. Is your controller in your SD card damaged at all? I had that happen to me and it would delete the .wad file that I needed, I went out and had to buy a new SD card jsut to get the damn thing to work.
Mly computer kept reading the SD as a 2TB external HDD, and since it was a 1GB SD I knew there was a problem. try using an older version of wad manager.

EDIT: I'm an idiot! You don't need any wad manager for this... it should just load from the apps part of your SD apps/CIOS/boot.dol/elf. I am of no use to you, sorry...lol

Hmmm - both Network install and Wad install return a ret=-1 error. Downgrading back to R9 works ok.

As R9 works on the backups I have, I'll stick to that for now
