This is just a tool for noobs who can't drag and drop. It puts the files in the right folders on your SD card.

But it only allows you to install the Twilight Hack, HomeBrew Channel, HomeBrew Browser, and DVDx.
If you use the Wii Pack Generator [Only Registered Users Can See Links. Click Here To Register], you don't need a program and you can get all of the homebrew you want in the appropriate folders. Just check the files you want and click Generate at the bottom.

No, as long as you have firmware 3.3v1 or lower, you can do this. There is a link in my sig for a step by step guide to install ing homebrew.
