Its water based white paper, like the tattoo paper you can get.
Theres some helpful videos on their site...
You need to spray lacker over your print.
Then cut it out and simply leave it in water for a minute.
Then slide it onto your Wii...and position properly getting any air bubbles out.
I sprayed lacker over the areas when it had dried.

Simply loaded this into photoshop and imported my own graphics, resized to suit.
Tip for newbies using lacker: i.e. ME......... Spray on to surface face down. I held the wii upright and ended up with some drip lacker markings :-( Hard to see 2 feet away but on close inspection you can see drip markings.
