I was also wondering about that as I've wanted on numerous occasion to submit a couple guides but I kept on getting blocked saying I didn't have permission.
Sort the User group permission for the ' Submit Articles / Tutorials ' Forum.
If my understanding is correct this forum is for us ( members ) to post a tutorial/guide for which we would like senior staff to look at and either approve or decline the tutorials entry into the official Tutorials forum.
It looks like we do not have permission at all to post in that forum, maybe the parent permission has copied down by accident into the child forums? Just a thought.

I'd imagine the restriction is there to stop noobs from posting links to things like the 7 minute moustached guy video.

I don't believe we can change things at that level. We can delete, move, edit posts and things but not actually change the way the forum works, that's within the Admin's ability. I couldn't even change my own username, had to ask MM to remove the 99
And I also would say that I'm happy to receive PMs off you regular guys too.
