    apps>> app Folder
    app folder
    rsbe folder
That don't look right or I don't understand your format. Lets say you want wad manager 1.7 to show up in HBC, this is how it would be saved on the sd card.

    SD:/apps/Wad Manager 1.7/boot.dol
In the root directory you have an apps folder, this is where you place all your app folders. In the apps folder you have the wad manager 1.7 folder. In this wad manager folder you have the boot.dol which is the actual app.

Then it sounds like you are getting things all screwed up. For a reference click on any of the emulation guides in my sig and pick an emulator. I doesn't make a difference which one. They will show you the proper structure of a Wii app. It doesn't really matter which app because they all pretty much set up the same give or take folder names and required files.

For Wad manager in particular your SD/SDHC/USB should look like this:

    >apps
    >Wad Manger
    >boot.dol
    >icon.png
    >meta.xml
    >README.txt (If you store your readme file with the app)
    >wad
    >(your wads go here)

If you deleted your folders you can create them or re-download the program.

I was giving you an example, other apps use the same folder structure. I don't see why its so hard to understand...

    boot.elf
    installer.txt
    bootmii >> armboot.bin
    bootmii(configuration settings idk type)
    ppcboot.elf

You don't have an apps folder. It should looks like this:
    apps >> your app >> boot.dol
    installer.txt
    bootmii >> armboot.bin
    bootmii(configuration settings idk type)
    ppcboot.elf
    private >> wii >> apps >> rsbe >> st >> st_080805_0933.bin

Lol this whole time he didn't even have an apps folder on the root. After about 5 different explanations of how the card should be structured. Read carefully in the future and you will avoid things like this.
    Damn I suck!!!!

I beg to differ..these all indicate you need the apps folder on the root of the card (all separate posts as well).

    Apps go in here
    X:/apps/

X = sd or hard drive
    sd:/apps/wad manager/boot.dol
In the root directory you have an apps folder, this is where you place all your app folders. In the apps folder you have the wad manager 1.7 folder. In this wad manager folder you have the boot.dol which is the actual app.
