What exactly is this for?

Manually put the proper file tree and files on a SD card for homebrew?

This is just a tool for noobs who can't drag and drop. It puts the files in the right folders on your SD card.

But it only allows you to install the Twilight Hack, HomeBrew Channel, HomeBrew Browser, and DVDx.

If you use the Wii Pack Generator HERE, you don't need a program and you can get all of the homebrew you want in the appropriate folders. Just check the files you want and click Generate at the bottom.

does your wii have to be modded to do this?

No, as long as you have firmware 3.3v1 or lower, you can do this. There is a link in my sig for a step by step guide to install ing homebrew.
