Us Installing HBC nad downgrade to 3.3E with a chip

Hi I installed a D2PRO9 V1.7 in my PAL Wii.
Q1. Do I need the zelda hack to install the HBC and downgrade to 3.2E?
Q2. If yes does it matter if the zelda game is NTSC?
Sorry for the n00b questions, but I've on seen zelda stuff in relation to HBC.

Again sorry the typo in the title and it should be downgrade to 3.2E

Just make sure you use the correct save file for your region not the USA one
